Deputy Program Manager

POSITION SUMMARY:

The Deputy Program Manager/Billable Program Manager is responsible for providing assistance to the Executive Vice President (EVP) in the areas of program and managerial oversight for OUR CLIENT technical staff on various contracts and is responsible for advisory and administrative management tasks including the assistance in growing program revenue and managing staff. The DPM provides oversight of program/tasks to ensure contractual obligations are fulfilled, quality standards are met, and associated expectations of performance are achieved.  The DPM is responsible for work performed under their contract(s) and is a point of contact along with the EVP for the Contracting Officer (CO) and the CO’s Technical Representative (COR).

PRIMARY DUTIES & RESPONSIBILITIES:

Maintain a minimum utilization rate
Create/maintain the Performance Work Statement (PWS) and Task Project Plans that result in coordinated and efficient task execution.
Work with Task and Team Leads to coordinate efforts with activities executed in the PWS.
Comprehend and assist in tracking program financial data in accordance with established program budget, provide monthly status reports on associated personnel and programs; be well-versed on strategic matters relative to assigned programs to include funding, program expansion, customer related issues, and new business opportunities.
Monitor task execution, communicate with task contract staff to ensure that performance is adherent to the PWS.
Provide input and resolution for reported risks/issues, working with staff to plan and execute resolution strategies or quickly escalate issues to Senior Management for joint resolution and/or intervention.
Provide program performance data to the customer via reporting tools; prepare and present data or other briefing materials in presentation format during customer/company meetings such as program reviews.
Oversee and ensure effective resourcing of task activities and deliverables, work with external customer and internal recruiting team to make staffing adjustments as necessary.
Cultivate and maintain positive business relationships with the customer by providing courteous and timely communication and customer service and establishing a rapport based on dependability, reliability and accountability.
Ensure that we are compliant as required by various initiatives
Evaluate and assess personnel performance; write and deliver employee performance reviews annually, in a timely fashion; conduct periodic check-ins with personnel to identify any potential performance issues that could impact the employee/company and work with Human Resources when disciplinary measures are required, i.e. performance improvement plan, verbal and/or written warnings, etc.Follow-up with personnel to determine if they are on track for meeting goals and objectives or recommendations for improvement that were delivered in the annual performance review.
Be actively engaged with assigned personnel by holding periodic team-building functions, schedule individual time to speak with employees to determine their level of engagement in their current positions to identify any potential future resignations and possibly mitigate by discussing other opportunities that may be available within the company.
Provide pre-sales support, proposal support which can include research, capture strategy development, collaboration with and coordination of technical resources; (RFP and RFI responses) post-sales support including software and hardware configuration, assisting with quotes, developing proof- of- concepts and solution proposals.
Review and approval of time sheets for assigned personnel, tracking and approving PTO requests, and oversight to ensure that personnel are working the hours/schedule that was agreed upon; any issues of tardiness and absenteeism identified are addressed immediately and any such attendance issues are brought to the attention of Human Resources.
Follow and communicate company policies and procedures to assigned personnel and escalate any issues as necessary to the appropriate levels within the company.
Work proactively with Recruiting Director to maintain program staffing requirements
Other duties as may be assigned or requested.

EDUCATION AND WORK EXPERIENCE:

Bachelor’s degree in Computer Science, Information Systems, Business or related field is required. Master’s Degree is preferred, but not required depending upon years of experience.
A minimum of eight 4 years of progressive experience in providing Information Assurance, technical services and administration experience in performing program management support.
Project Management Professional (PMP) certification from Project Management Institute (PMI) is desired but not required
Demonstrated leadership skills with the proven ability to lead and motivate a team of technical staff directly.
Excellent written and verbal communication skills are a must.
Must have demonstrated problem resolution skills and exercise good judgment.
The ability to multi-task and manage and meet multiple goals and objectives within the execution of daily duties.
Must be able to comprehend and develop metrics; and be proficient in the use of MS Office applications.
Must have experience working in the government contracting environment and possess an active DoD Secret security clearance.
Must be able to travel to various customer sites as required; and possess a valid driver’s license and proof of automobile insurance if using own vehicle.
Certain technical certifications may also be required for billable leader’s

Must have the ability to learn complex technical information and terminology
Must have the ability to cultivate and maintain strong business relationships
Must be highly motivated and a self-starter with initiative
Must have excellent written, verbaland interpersonal communication skills
Must have excellent computer skills
Must be able to work well under the pressure of deadlines; and be able to multi-task
Must be able to travel occasionally within OCONUS if required
Depending upon the assignment, may require ordinary ambulatory skills sufficient for travel
Requires the ability to manipulate (lift, carry, move) light to medium weights not to exceed 50 lbs.
Requires good hand-eye coordination; arm, hand and finger dexterity, including the ability to grasp and use a keyboard and mouse
Requires visual acuity to use a keyboard, operate various pieces of office equipment, and read technical information
